Draft v0.1 · FEMA-triggered hurricane payouts · indication only, not insurance

What would a hurricane payout have paid your county since 2016?

Pick a county. We list every FEMA hurricane and tropical-storm declaration that named it in the last ten years, what a fixed payout would have paid on each, and what that cover costs today. Below it, the same for a second cover on non-named storms: severe storms, floods and tornadoes. The trigger is FEMA's own designation, so there is nothing to claim and nothing to inspect.

How the numbers are made

  1. Trigger. Your county is named in a FEMA Major Disaster Declaration for a hurricane or tropical storm. If FEMA designates the county for Individual Assistance (the Individuals and Households program), the plan pays 100% of your limit. If it designates the county for Public Assistance only, it pays 25%. Emergency Declarations, which often cover a whole state before landfall, pay nothing and are shown for context.
  2. Price. Each county's storm frequency over the last twenty years of declarations, blended with its state's average so one lucky or unlucky decade does not set the price alone. Expected payouts are 55% of premium; the rest covers reinsurance, capital, distribution and a $12 policy fee. At most two payouts per policy year.
  3. What FEMA actually paid. Where shown, the average Individuals and Households grant per approved homeowner in that county across these storms. About 47% of homeowner registrants were approved, averaging $2,954. That is the yardstick for "helpful".
  4. Hurricane record. Separately from FEMA, we intersect NOAA's HURDAT2 best track (2004 to 2025) and NHC's preliminary 2026 best track with county boundaries. "Centre crossed" means the hourly-interpolated storm centre entered the county while maximum sustained winds were 64 kt or more. "Hurricane-force winds" means the county touched the 64-kt wind-radii footprint. Named storms only; tropical storms and depressions are not counted.
  5. Sources. OpenFEMA Disaster Declarations Summaries v2, Declaration Areas v1, Housing Assistance Owners/Renters v2 (refreshed 2026-10-11); NOAA HURDAT2 and NHC ATCF best tracks; Census ACS 2023 five-year households; Census 2024 county gazetteer and cartographic boundaries.

Prices are a draft actuarial indication, not an offer. The plan does not exist yet. Payout history is simulated by applying today's rule to past declarations.
